I dyed my hair blue black and I want to remove the permanent color to at least a medium or light brown and then lift again to blonde highlights. Will this keep lifting or do I need another lighter dye?

I would bleach your hair first. Not to the point of becoming white, enough to make it a darker orange color. I used Wella's bleach with 15 developer (mixed 10 and 20) and let it sit for about 35-40 minutes. My hair went about 3 shades lighter, and became darker orange (I started with the exact same color as you). Then would be a good time to use the lift color (my scalp didn't burn because I had coconut oil in my hair with the bleach, so you may want to do that as well or wait a day to color process). The lift in these products are potent for a dye, but for black (non-virgin) hair, it isn't plausible. You may also still have to tone your hair when starting from a darker color. Once you achieve brown, use whichever high lift color you want.

Yes, provided it lifts light enough. It lifted my dark brown to a dark cool blonde that would be able to be dyed over w a semi dark purple, pink, red but not light enough for a pastel. Much less damaging than bleach. I used 'ash blonde'.

No don't dye over colored hair u have to strip ur hair with a hair color stripper once you've stripped it it will be like red or orange then u can dye it the color you would like cause no color could be covered by another
