What is better for grey hair coverage... 10 or 20 developer?

I think it depends...my hair is naturally medium blonde (except for the gray of course!) My hairdresser suggested 20 volume because gray hair is stubborn to color, but the rest of my hair that IS colored and not gray turns brassy with 20. 10 volume doesn't lift much; just deposits pigment. For me, 8N Clairol and 10 volume gives me what I want. I don't know what color your hair is or what effect you are looking for...

I use Clairol pure white 20 volume cream developer along with Clairol Gray Buster color to cover my completely gray roots, but my roots will no longer take color like it should, would using a 30 volume developer help my roots take color better?

As I understand it, using 10 would work better for you. the lower number makes the color darker.

Hi, I was wondering what exactly developer does and what it will do to my hair as I have not used it before. Also what strength of developer would you recommend for hair that still has a little bit of red permanent hair dye and dirty blond roots.

You have to mix it with the bleach powder. It will activate it and when you apply it it bleaches your hair. If you're just using it with dye it will not activate and just helps the dye attach to your hair. You're best off using 20 volume developer to lift the red.
