What is it?
Blond Brilliance Perfect Blond Ammonia Free Toner is a gentle, conditioning and ammonia free toner that can be as settle or as vibrant as desired.
Blond Brilliance Perfect Blond Ammonia Free Toner is a crème toner that contains: Acai Extract, Papaya Extract, Mango oil, Coconut Oil and Wheat Proteins to nourish, moisturize, soften, condition and helps protect hair during a chemical service.

Water/Aqua/Eau, Cetearyl Alcohol, Propylene Glycol, Ethanolamine, Lauryl Alcohol, Ceteth-10 Phosphate, Dicetyl Phosphate, Myristyl Alcohol, Fragrance/Parfum, Erythorbic Acid, Sodium Sulfite, Ceteareth-50, Sodium Hydroxide, Beeswax/Cera Alba/Cire D’Abeille, EDTA, Bisabolol, Toluene-2,5-Diamine Sulfate, 1-Naphthol, Limnanthes Alba (Meadowfoam) Seed Oil, Linalool, 1-Hydroxyethyl 4,5-Diamino Pyrazole Sulfate, Benzyl Benzoate, Benzyl Alcohol, Cocos Nucifera (Coconut) Oil, DimethylPABAmidopropyl Laurdimonium Tosylate, Mangifera Indica (Mango) Seed Oil, Glycerin, Carica Papaya (Papaya) Fruit Extract, Triticum Vulgare (Wheat) Gluten, Euterpe Oleracea Fruit Extract, Maltodextrin.
In a non-metallic bowl, mix 1 part of Blond Brilliance™ Perfect Blond Ammonia Free Toner and 1 part Blond Brilliance™ Crème Oil Infusion Developer. Stir well for 20 seconds to obtain a consistent crème mixture. Apply Blond Brilliance Perfect Blond Ammonia Free Toner directly at the shampoo bowl onto towel-dried hair. Blond Brilliance Perfect Blond can be applied onto dry hair for more color intensity.
Mix with Blond Brilliance Oil Crème Infusion 15 Volume Developer for up to one level of lift and tone.

it worked
i used this with a toner that was 1 part 30v toner 1 part water, so maybe theoretically a ~15v toner? regardless it took my bleached hair from a very brassy yellow/orangey color to a natural-looking blond

BEST TONER, and I’ve used much more $$$$
I love this toner! It leaves a light purple tint and after a few washes, my hair is icy blonde until I re do my roots again. It doesn’t yellow or go brass. It’s hands down the best toner I’ve used. Keep in mind I’ve been platinum well over 5 years and uses many toners, including the top brands from cosmo pro stores!!

Doesn't do anything
I lightened my hair to a level 9 and used this exactly as the instructions directed and it made my hair this nasty pinkish orange color and took it down two levels when it should have raised it one!
